Dear Martin,

 

Greetings from Hanoi.  You may have heard that I’m working in Vietnam the next two years (may be extended).  I still have my work in the university in Finland and I have  fixed-term leave from  that. I’ll explain the details later.

The project I’m working in is called on name FORMIS II – Development of Management Information System for the Forestry Sector in Viet Nam Phase II. One part of the information system development

is the National Forest Inventory and Statistics (NFIS) Monitoring System development. On that, some parts of the data management are planned to be built on Quantum GIS based

applications. The problem is that we have skilful Vietnamese ICT staff in the project, but the skills for programming with Quantum are missing both in Vietnam and probably in Finland (?) as well. Do you

yourself or some of your colleagues in Mendel university or other contacts in Czech or in Poland have skills of that kind? There might be a good chance for short term contracts with our project for a person

having Quantum programming skills. There probably will be some need to travel to Vietnam, but I suppose a big part of the pure programming can be done in distance connections from Europe. The detailed

Terms of Reference (ToR) will be prepared later by systems development people in our project.
