we discussed electricity dependency with my wife on Monday, when there was 
planned whole day blackout for our village. She asked, "shouldn't we have 
manual water pump? shouldn't we live without such electricity dependency like 
people lived before?". My answer is, ok you can live like that, municipal 
manual pump is just over the stream. Previous owners of our house lived like 
that.

Yes, there may be more blackouts in future. On the other side, systems like 
ventilation, small home sewerage plant, lights, water pump... does not need 
so much, so you can use renewable energy and batteries.

If you mean passive houses which are heated using electricity. While it is 
not ideal because of electricity sources and efficiency, it can be switched 
to gas/biomass later when needed. 

IMHO, when major problems with electricity and fossil fuels come, users of 
passive houses even with electric heating will be in advantage over users of 
usual houses - just imagine how expensive will be eg. wood in such times 
(including transport) and how people may behave when competing for such 
sources.
